David J. Dzaran
Chief Executive Officer
Dave Dzaran is IAI’s Chief Executive Officer. As President and CEO, Dave is responsible for providing overall strategic and day-to-day leadership by working with the Board of Directors and other members of the leadership team to establish and implement business goals and strategies as well as to plan, develop, implement, and evaluate fiscal and operational performance. Dave is a seasoned industry veteran with more than 20 years of program management and system acquisition leadership experience, primarily focused on Space ISR systems and related technologies. His experience includes the development, integration and test of complex satellite and ground processing systems, advanced system concept studies as well as a variety of data exploitation and user interfaces for space ISR systems. Dave has a BS in Aerospace Engineering and Spacecraft Design from the Polytechnic Institute of New York and an MS in Engineering Management from the University of Dayton. He is also a graduate of the Defense Systems Management College.
Dennis Kelly Jr.
President and Chief Operating Officer
Dennis Kelly Jr. is IAI’s President and Chief Operating Officer. Dennis’ deep experience leading great organizations greatly contributes to our journey towards building IAI into a dominant Prime contractor in the national security sector. With more than 30 years of experience in the government contracting community, he has a demonstrated commitment to the employee experience and a sincere desire in helping team members develop their careers.
Dennis comes from Buchanan and Edwards where he held the position of President & CEO. In this role, he was responsible for designing and executing a growth strategy that expanded B&E’s solutions into the national security market. His previous roles include serving as CEO of IOMAXIS, LLC, an innovative cyber security solutions firm, and as president and CEO of A-T Solutions, Inc., a counter-terrorism solutions firm supporting a variety of defense, intelligence, and law enforcement customers. Following the sale of A-T Solutions to PAE, he was appointed President of PAE’s National Security Solutions business unit.
Dennis currently serves as an adjunct professor in the George Mason University Executive MBA program and is a member of the board of directors of the USO of Metropolitan Washington – Baltimore, the Professional Services Council, and the CEO Boardroom’s GovCon council. He is also a proud veteran of the US Navy.
William S. Jugus
Senior Vice President and Chief Administrative Officer
Bill Jugus serves as Senior Vice President and Chief Administrative Officer. In this capacity, Bill leads the overall day-to-day corporate operations ensuring that strategic and business plans are implemented effectively. Corporate Security, Information Technology, Operations and Human Resources report to Bill. Bill is a senior Human Resources leader with experience in linking the Human Resources function to strategic business goals. Prior to joining IAI in 2003, Bill had more than 26 years of experience managing a broad spectrum of Human Resources and administrative functions for a large international airline as well as for a global non-profit conservation organization. Bill is a certified Senior Professional in Human Resources. He received his MA in History from the State University of New York Stony Brook and a BA in Government and History from the University of Virginia.
Johanna Q. Mauro
Senior Vice President and Chief Compliance Officer
Johanna Mauro is Senior Vice President and Chief Compliance Officer. In this role, she is responsible for providing the Board of Directors and senior leadership with a means to prevent, detect, and deter violations of corporate policies and Federal laws and regulations. She provides policies and procedures, training, and guidance related to export (ITAR/EAR) compliance, ethical compliance, and organizational and personal conflict of interest (OCI/PCI) compliance. She is also responsible for conducting internal audits to maintain compliance with ISO 9001 quality standards. Johanna has over 26 years of experience as an acquisition professional and financial manager serving in the US Air Force and supporting the Intelligence Community. Her experience includes development and test of USAF launch vehicle subsystems as well as project management, contract policy, budget analysis and financial management across multiple intelligence disciplines. Johanna has a BS in Aerospace Engineering from the University of Southern California and an MBA from George Mason University. She is a Certified Defense Financial Manager and Certified Export Compliance Professional.
Senior Vice President and Chief Financial Officer
Robert Richards is the Senior Vice President and Chief Financial Officer. As SVP and CFO he is responsible for corporate accounting and reporting, state and local taxes, contract management, program control, and financial compliance with Cost Accounting Standards and the Federal Acquisition Regulations.
Mr. Richards is an experienced finance executive with management experience for publicly traded, privately owned, and private equity backed companies and has been recognized by DC Live Media as one of the Trending 40, Rising Stars in Federal Technology and been a finalist for NVTC CFO of the year. Prior to joining IAI/Xebec, Mr. Richards spent five years as the Chief Financial Officer of National Technologies Associates, Inc. (NTA) a middle market contractor for Defense and Intel agencies. Mr. Richards has an MBA from the Robert H. Smith School of Business at the University of Maryland and received his undergraduate degree from the College of William and Mary.
Senior Vice President, Business Development
Patricia Nunn is Senior Vice President of Business Development. She has over 25 years of professional management experience supporting and leading teams in the information technology, engineering, operations, and logistics fields. She initiates, develops, and leads organizational growth strategies to provide solutions that benefit defense, intel, and federal clients.
Previously, as a PAE’s Vice President Strategic Programs, Patty led a centralized, geographically dispersed proposal center and engaged in large joint venture opportunities. PAE acquired A-T Solutions, where in her tenure she led business operations and strategic capture. Her career with companies such as CACI, Anteon, INDUS, Karta, and others provided unique opportunities to grow professionally into leadership positions. Patty has a Master’s degree from The Johns Hopkins University, Bachelor’s degree in Electronic Engineering from DeVry. She is certified by the Program Management Institute maintaining PfMP, PGMP, and PMP certifications. Patty serves on the Endowment Board of the Izaak Walton League of America.
Assistant Vice President Business Development
Pete Kimes is the Vice President for Business Development. Pete gained hands-on knowledge of intelligence operations, analysis, and development through a variety of Air Force assignments over a twenty-year military career: Korean Linguist stationed with ground and airborne units overseas, Technical ELINT Analysis Engineer for the airborne COMBAT SENT program, Space System Threat Assessment Engineer for SMC, and Program Manager for the acquisition of space-based ISR systems with SAF/SP and the NRO. Pete’s time in the private sector has resulted in a thorough understanding of airborne and space-based intelligence through diverse systems engineering, program management, and business development assignments. For the past several years, Pete has worked on tactical unmanned aerial systems (UASs) supporting JIEDDO, CENTCOM, and other Government organizations. Pete has a BS in Electrical Engineering from the University of Washington, a BA in Business and Management from the University of Maryland, and an MS in Electrical Engineering from the University of Michigan.
Vice President of Strategic Development
Joel serves as the Vice President of Strategic Development creating, communicating, executing, and sustaining strategic cyber initiatives. His 20+ years of professional experience – including over ten years in the cyber-security, information assurance, infrastructure protection, intelligence, and consulting industry – provides for broad experience involving all Security related initiatives. Joel is a former United States Marine Infantry Platoon Sergeant and member of the USMC Silent Drill Platoon. He previously worked at Booz Allen Hamilton, Lockheed Martin, and Unisys. Mr. Griffin is a graduate of the Pennsylvania State University, is a Certified PMP, and holds Certifications in FEMA Incident Command System (ICS) and Emergency Operations Command (EOC).
Vice President of Finance and Corporate Development
Bob Kwaja is the Vice President of Finance and Corporate Development. He is responsible for various corporate finance functions, including financial planning and analysis, treasury, as well as Mergers & Acquisitions (M&A) activities. Mr. Kwaja has diverse financial and managerial experience in investment banking, operational, and corporate finance in the Aerospace, Defense, and Government (ADG) sector. Prior to joining IAI, Mr. Kwaja was Vice President of Finance at Belcan Government Services (BGS), an operating division of Belcan, LLC. During his tenure at BGS, he was responsible for managing and overseeing all finance, contracts, pricing, procurement, and accounting functions, as well as M&A activities. Mr. Kwaja was instrumental in the creation and integration of the finance department for the new government division which was created through the acquisitions of Intercom Consulting & Federal Systems, Kemtah Group, and Schafer Corporation. Prior to BGS, he was Vice President at Bluestone Capital Partners (acquired by Houlihan Lokey), a boutique investment bank exclusively focused on the ADG sector. During his career, he has advised on numerous sell-side and buy-side M&A and financing transactions for a variety of public and private clients. Mr. Kwaja received a Bachelor of Science in finance from the Robert H. Smith School of Business, University of Maryland.
Vice President of Contracts
We’re pleased to announce that Mark McNeely has joined the company as Vice President of Contracts. Mark brings a wealth of experience for large and middle market companies in the defense and government services industry. He has built and lead teams with direct oversight of contracts administration, subcontracts administration, purchasing, and government property systems. Mark has extensive experience supporting the Mergers and Acquisitions process from both a due diligence and integration perspective. Prior to joining IAI, Mark was Vice President of Contracts for Belcan Government Services and he is a graduate of the College of William and Mary.
Vice President of Intelligence and Cyber Programs
Travis Hyde is the Vice President of Intelligence and Cyber Programs. His previous experience included serving as a program manager for companies such as Lockheed Martin, Northrop Grumman and ManTech. One notable achievement during his tenure at ManTech was the capture of the largest Air Force Security Services contract ever awarded of this type with a total value of over $400M. Travis acquired his leadership skills in the United States Marine Corps (USMC) as an Infantry Squad Leader and served as a member of the USMC Silent Drill Platoon. Travis has over 23 years of experience in clandestine program protection for strategic, tactical, and national assets as well as acquisition and operations experience in SCI and SAP programs for customers in the DoD and IC.
Vice President Pacific Defense Solutions
Wes Freiwald is Vice President for the Pacific Defense Solutions business area. Wes has more than 25 years of direct experience in all aspects of research, development, integration, test, and production of complex software computing and electric-optical systems. He has received numerous professional awards to include the Air Force Research Laboratories Directed Energy Directorate Individual Contractor of the Year for complex and transitional accomplishments of critical technologies to the warfighter. Wes is a recognized senior engineer, program manager and entrepreneur with a well-established community reputation for excellence. Prior to joining forces with IAI in November of 2013, Wes was a founder and President of Pacific Defense Solutions, LLC, a successful small business located in Kihei, Hawaii, specializing in space surveillance and scientific technical services. Wes holds a Master’s Degree in Applied Science with an emphasis on telecommunications and engineering technology from the University of Denver. Wes’s undergraduate degree is in Computer Engineering from the University of New Mexico.
Vice President DOD & Civil Programs
James “JP” Passaro is Vice President for DoD and Civil Programs. JP has over 25 years of experience spanning all phases of the system acquisition lifecycle, with a wealth of expertise in the areas of technical program management, user requirements development (JCIDS), acquisition planning, and weapon system cost estimating. Prior to joining IAI in 2006, JP held several key positions as an active duty officer in the USAF. His career in the Air Force included acquisition assignments at the Space and Missile Systems Center (SMC), the Air Force Research Laboratory (AFRL), and Headquarters Air Force Space Command (AFSPC), and included cooperative/joint efforts with the National Reconnaissance Office (NRO) and other agencies. Since joining IAI in 2006, JP has served as the Director of Defense Space Programs and as a Senior Systems Engineer delivering systems engineering support to a variety of customers in the NRO and the DoD. JP holds a Bachelor of Science from the United States Air Force Academy, a Master of Business Administration (MBA) from Oklahoma City University, a Master of Science in Cost Analysis from the Air Force Institute of Technology (AFIT), and has completed graduate course work in the areas of space physics, data warehousing, and business analytics.
Vice President NRO Programs
Doug Postman is the Vice President for NRO Programs. Doug has been with IAI since 2004 having supported the NRO as a systems engineer with Boeing, AT&T, and GRCI for 30 years. While at IAI, Doug has supported programs in IMINT, AS&T and SED providing acquisition engineering and enterprise architecting. The majority of his career has been focused on special access programs involving smaller teams of engineers and streamlined acquisition approaches. Doug completed a BS in letters and engineering from Calvin College in Grand Rapids, Michigan, and a BS and MS in Aerospace Engineering from University of Michigan.
Michael J. Rigo
Vice President National Programs
Mike Rigo is Vice President for National Programs. Over the past twenty years he has led efforts across the National Reconnaissance Office, Defense Intelligence Agency, Navy, Air Force, National Geospatial-Intelligence Agency and other United States Government customers. Mike joined IAI in 2003, bringing a wealth of technical and management experience in the Defense Industry. Since joining IAI, he has served as Director of DoD Programs, Director Special Programs, and Senior Principal Systems Engineer providing direct customer systems engineering support. Mike has broad leadership and technical experience in remote sensing, information technology, intelligence, and naval systems. Prior to IAI, Mike worked in multiple engineering and program management positions with personnel and contracts across the DoD and Intelligence Community. Mike has held active and reserve positions with the US Navy and is currently an Engineering Duty Officer in the Navy Reserve and a certified DoD Acquisition Professional and Level III Systems Engineer. Mike holds a Bachelor of Science in Marine Engineering from the U.S. Naval Academy, Master degrees in Applied Physics and Astronautical Engineering from the Naval Postgraduate School, and graduate coursework in Computational Science from George Mason University.
Robert D. Thomas
Vice President, Analytical Services
Rob Thomas, Vice President of Analytical Services, is responsible for a team of highly-specialized team of scientists, engineers and senior acquisition professionals working next-generation image and geospatial related technologies and systems engineering and integration services for a myriad of national agencies. He has over twenty three years of defense support experience in program management and advanced research and technology development in the core area of imagery, geospatial-intelligence (GEOINT), and target intelligence with a focus on imagery quality and photogrammetric-based geospatial analysis and services. Prior to joining IAI in November 2001, Rob served in a variety of program management and systems engineering positions within the Department of Defense as well as supporting National Agencies. These include the National Reconnaissance Office, (NRO), Headquarters United States European Command (HQ USEUCOM), Central Imagery Office (CIO), Headquarters United States Strategic Command (HQ USTRATCOM), and the Headquarters Strategic Air Command (SAC) as an Air Force Officer. Rob graduated in 1986 with an undergraduate degree in Physics from the University of Colorado and followed with a M.S. in Applied Mathematics from Creighton University in 1995.
Assistant Vice President for Intelligence and Information Technology
Mark Westfall, Assistant Vice President for Intelligence and Information Technology, joined IAI in August 2018. He was previously Vice President, Cyber Analytics for Perspecta’s Intelligence Group and focused on business development and the transition of applied research to mission. Mark retired from United States Federal Government service in November 2016 after a 29 year career. During that time, he worked overseas in the Middle East, South Asia, and Europe as well as in Washington, DC. His responsibilities included the management and execution of operations involving HUMINT, Counterintelligence, and Cybersecurity. Mark obtain a Master’s degree from the California Institute of Technology in Electrical Engineering and a Bachelor’s of Science in Systems Engineering from the University of Virginia.
Assistant Vice President Special Projects
Eric Baker is Assistant Vice President Special Projects. Eric has more than twenty-one years of experience in the development of advanced systems for military and intelligence applications with ten years of experience in large government acquisition programs in senior engineering and management roles. Eric holds more than ten years’ experience in the design, development, mission test and integration of ground system architectures including support transition to operation of large scale surveillance and reconnaissance payloads and systems. His software development, verification and testing expertise encompasses the complete life cycle; from requirements analysis to delivery of documented and tested applications. Eric received a MS in Management from the Krannert School of Management at Purdue University and has pursued graduate studies in Applied Mathematics from the George Washington University. Eric’s undergraduate degree is in Electrical Engineering from Brown University.
Corporate Marketing and Communications Director
Toni Lepone, Corporate Marketing and Communications Director, joined IAI in October 2018. She was previously Head of Communications for a leading PR and Advertising agency, Holland-Mark. Prior to that, she led the International Communications for Lockheed Martin, and held three roles at Raytheon including Director of International Communications, Director of Cyber Communications and Director of Global Marketing, Communications and Branding. Ms. Lepone spent 13 years working for ALSTOM, a world leader in energy and transportation, and worked at their headquarters in Paris, France for 9 years leading global communications, and is French fluent. Ms. Lepone received a bachelor’s degree in business administration with a focus on international studies and French from St. Joseph’s University.
